A homeowner in Al Quoz industrial-adjacent apartment block called us last week, frustrated. Two weeks earlier she had filed a Dubai Municipality pest control request through the Dubai Now app for cockroaches in her kitchen. The team had arrived after eleven days, sprayed outside the building only, and left a note saying interior cockroach treatment was a private matter. Her kitchen still had cockroaches. She wanted to know whether the DM service was worth using at all.
It is — for the things it actually covers. The misunderstanding is that residents read "free pest control" and assume it is a no-cost substitute for a private call. It is not, and it was never designed to be. It is a public-health service for public-health pests in public-realm sources.
Getting this right saves money on the right side of the line and avoids wasting two weeks waiting for help that was never going to arrive.
What Dubai Municipality's free service covers
DM's Public Health Pest Control programme handles three pest categories at no cost to residents and small businesses:
- Mosquitoes — adult flying mosquitoes around the home, larvae in standing water around the building, mosquito breeding sites in public-area drains and water bodies
- Houseflies and other public-health flies — adult flies in/around the home, breeding sources in public-area refuse and drains
- Rodents — rats and mice in/around the building exterior, public-area drain rat presence, the seasonal Norway rat migration into properties during cooler months
The rationale is public health. These three pests are vectors of disease (mosquitoes for dengue, chikungunya, West Nile; flies for enteric pathogens; rodents for leptospirosis and other zoonoses). The Municipality treats them as a public good because untreated populations affect neighbours, not just the resident filing the request.
DM also responds to dangerous-pest call-outs as a separate service: scorpions, snakes, wasps, hornets, bees (especially honey bee swarms). Service time for poisonous pests is targeted at one working day per DM guidelines.
What it explicitly does not cover
This is the gap that catches most residents. The DM free service does not include:
- German cockroaches in apartment interiors. The species infesting your kitchen is a private pest issue.
- American cockroaches in private courtyards/garden areas unless they are linked to a public drain source.
- Bed bugs. Entirely a private matter. The DM service does not treat bed bugs anywhere.
- Termites. Private structural pest, not covered.
- Ants in your apartment or villa interior. Private.
- Carpet beetles, silverfish, booklice and other stored-product or fabric pests. Private.
- Pigeons, sparrows and other bird-related pest issues beyond removal of dead birds from public areas.
- Interior chemical treatment of any kind beyond the three covered categories. DM will not enter your apartment to spray for anything except a specific covered-pest source you have identified inside the unit.
If your problem is in any of those categories, no amount of waiting for DM will help. You need a private DM-approved PCO.
How to book the DM free service
Three booking channels, all of which are real and active:
- Dubai Now app (Apple App Store / Google Play). Navigate to Municipality services, select Pest Control. Upload a photo if possible. Provide address and contact number. Track the ticket through the app.
- DM Connect chatbot on dm.gov.ae. Same service, web-based.
- Phone 800 900 for residents who prefer voice.
What to include in the request, in order of effect on response time:
- A photograph of the source (standing water, dead rat, fly swarm, mosquito breeding site)
- A precise location — building name, side of building, what surface
- Time of day the pest is active ("mosquitoes from sunset till midnight on east balcony")
- Whether neighbours have reported the same issue (DM prioritises shared/multi-resident reports)
Current peak-season wait time (May-September) is 7-14 working days from request to visit. Lower-season wait is 3-7 days. Emergency dangerous-pest call-outs (scorpions, snakes, bee swarms) are targeted at same-day response.
The service is genuinely free at point of use. No payment, no card-on-file, no upsell to a private treatment after the visit. The municipality team treats and leaves.
When to use DM, when to call private, when to use both
A practical decision tree.
Use DM only: The source is clearly a public-realm issue (standing water in a building exterior drain, dead rat in a common-area parking lot, mosquito breeding in a public garden adjacent to your tower). The waiting period is acceptable. You do not need same-week resolution.
Use private only: The pest is in your apartment interior. The species is not on the DM covered list (cockroaches, bed bugs, ants, termites). You need same-day or next-day resolution. There is a documented compliance/audit reason (rental handover, restaurant inspection, hospital licence).
Use both: A mosquito problem where the breeding source is the building exterior planters (DM) AND your apartment balcony has its own contributing sources (private). A rodent problem where the rats are coming up through a public drain (DM should address the drain) AND there are already rats inside your villa garage (private must clear the interior population). Coordinated tickets and a private visit typically work in parallel without conflict.
The one anti-pattern to avoid: waiting two weeks for DM to handle an interior cockroach problem they were never going to treat. By the time the visit happens and you confirm what we just told you, the cockroach population has had two extra weeks to build.
What about ADPHC, Sharjah Municipality, Ajman Municipality?
The public-health pest control programme is mirrored across the other emirates with small differences worth knowing.
Abu Dhabi Public Health Center (ADPHC). Covers similar public-health pests (mosquitoes, flies, rodents) with the same free-service model. Bookable through TAMM portal or the ADPHC hotline. ADPHC also runs the dengue surveillance programme and may deploy additional vector control in identified hotspots without resident request — Saadiyat, Reem Island and Yas Island have had targeted Aedes programmes during post-rain windows.
Sharjah Municipality. Similar covered-pest list. Bookable through the Sharjah Municipality smart app or the 80060 number. Sharjah has been historically slower than Dubai in peak season (sometimes 14-21 days) but has expanded the field team in the last 18 months.
Ajman Municipality / MOCCAE. Public-health pest service operates through Ajman Municipality with MOCCAE oversight on biocide registration. Bookable through the Ajman Municipality portal. All four emirates use the same chemical class restrictions (no aluminium phosphide for residential, no organophosphates in patient or food-handling areas, DM-approved-list residuals for public-area outdoor work). Treatment outcomes are broadly comparable.

FAQ
Is DM service slower than private?
Yes, by design — it serves a queue across the whole emirate. Private vendors run on-demand same-day or next-day in most areas. The trade-off is cost. For non-urgent public-realm pest issues, DM is excellent value at AED 0.
Can I report a neighbour's mosquito problem to DM?
You can report a building-wide mosquito source that affects you. DM will inspect and act on public-area sources. They will not enter a neighbour's private apartment without that resident's request.
Will DM treat my office or my retail shop?
DM's free residential-tier service is for homes. Commercial premises have a separate licensing requirement — the business must engage a DM-approved private PCO and maintain documentation. DM will respond to public-health complaints affecting commercial premises (visible rat infestation reported by neighbours, for example), but does not deliver routine commercial pest control.
Does using the DM service void any private warranty I have?
No. DM treats the public-realm side. Private warranties cover the interior treatment scope. They are non-overlapping. We routinely advise clients to use both in parallel.
